AIPAC Memo

Over $4 Billion for U.S.-Israel Cooperation

February 9, 2026

Passed by Congress for 2026

AIPAC worked with pro-Israel leaders in Congress to include billions of dollars for essential U.S.-Israel cooperative programs in the fiscal year 2026 appropriations bills.

  • $3.3 Billion for U.S. security assistance to Israel
    • Ensures our ally has the ability to defend itself by itself against growing threats, without any cuts or conditions.
  • $500 Million for U.S.-Israel missile defense cooperation
    • Ensures continued collaboration on life-saving programs like Iron Dome, David’s Sling, and Arrow.
  • $80 Million for U.S.-Israel anti-tunneling cooperation
    • Increases funding by $32.5 million over last year, helping Israel and America counter the mutual threat of terror tunnels through improved cooperation.
  • $75 Million for counter-unmanned systems
    • Increases funding by $20 million to expand cooperation on countering unmanned systems, a major threat facing Israel and America.
  • $47.5 Million for emerging technology cooperation
    • Increases funding by $27.5 million, ensuring America and Israel are prepared to address new and evolving battlefield threats.
  • $37.5 Million for the Middle East Partnership for Peace Act
    • Supports programs designed to foster economic cooperation and people-to-people peacebuilding in the region.
  • Prohibition on U.S. funding for UNRWA
    • Extends the absolute ban on U.S. funding to UNRWA, the anti-Israel U.N. agency in Gaza whose employees participated in the October 7 massacre.
  • $3 Million for international development cooperation
    • Supports a U.S.-Israel cooperative program to provide aid and education to those in need around the world.
  • Requires that Iran's IRGC remains a designated terrorist group
    • Prohibits the delisting of Iran’s IRGC as a foreign terrorist organization, ensuring it remains subject to the full force of U.S. law.
  • Prohibition on funding anti-Israel organizations
    • Blocks funding for rogue international bodies like the U.N. Commission of Inquiry on Israel, which discriminate against the Jewish state.
  • $6.5 Million for refugee resettlement in Israel
    • Helps Israel absorb and integrate refugees from across the world into Israeli society.
  • $5 Million for cultural initiatives
    • Supports historical, archaeological, and cultural initiatives that strengthen and deepen the U.S.-Israel special relationship.

Congress passed over $4 billion in U.S.-Israel security funding as part of its appropriations for 2026. The funding includes the full $3.3 billion in vital security assistance for Israel we lobby for each year, along with over $700 million for lifesaving U.S.-Israel defense cooperation — over $65 million more than last year’s funding levels.

As the Jewish state and the United States continue to face new and ongoing threats, a strong U.S.-Israel partnership is one of the most cost-effective investments we can make in our own security. The U.S.-Israel alliance helps keep our homeland safe, promotes regional stability, and deters our adversaries.
