The State Department designated the Syria-backed group Fatah al-Islam as a terrorist entity, freezing the group’s financial assets. Fatah al-Islam is responsible for the murder of U.S. diplomat Laurence Foley in 2002 and for launching unprovoked attacks against Lebanese security forces in an attempt to undermine the Lebanese government.
