President Bush issued an executive order blocking the assets of individuals who undermine the sovereignty of the democratically elected Lebanese government. The order states that efforts to reassert Syrian control in Lebanon and encourage political violence against the government threaten the stability of the region and "constitute an unusual and extraordinary threat to the national security and foreign policy of the United States."
