Full Text:

In his last month as president, Bill Clinton presents his vision for a comprehensive peace agreement between Israel and the Palestinians.  He discusses 5 points:  (1) There must be a sovereign, viable Palestinian state that accommodates Israel’s security requirements and demographic realities.  (2) Palestinian refugees should be allowed to return to a Palestinian state.  (3) There will be no peace unless the Israeli people have lasting security guarantees.  (4) Jerusalem should be an open and undivided city encompassing the capitals of Israel and Palestine.  (5) Any agreement will have to mark the end the conflict and the end of all claims between the parties.
