The Quartet –– the United States, the European Union, the United Nations and Russia –– meets in London after Hamas’ January 2006 electoral victory and releases a statement saying that any “future Palestinian government must be committed to nonviolence, recognition of Israel, and acceptance of previous agreements and obligations, including the Roadmap.” The Quartet states that financial assistance to the Hamas-led Palestinian Authority would be predicated upon the Palestinian government’s adherence to the three requirements.
